Elaine is the CEO of gbp and Board Director of three public private LIFT partnerships. She holds a medical degree and is a chartered accountant with 15 years’ experience in professional practice including 5 years as a corporate finance partner at RSM Robson Rhodes. She leads a team of 40 within gbpartnerships, focussing on asset management, estates consultancy, property development and investment in primary care estate. gbpartnerships manages over 40 LIFT buildings worth £300m for LIFT shareholders including BBGI, Equitix and CHP. Her team works closely with CHP, NHSPS, CCGs, NHSE and local public-sector bodies in delivering STP transformational plans.
Paul joined gbp in 2012 as Non-Executive Chairman and in 2014 was appointed to the role of Executive Chairman, supporting Elaine and the Executive team with a very exciting period for the business. Paul has extensive experience operating in the public-sector arena, initially within the criminal justice system and then within the broader Facilities & Asset Management arena after establishing a very successful start-up business within FTSE 250 business Mitie.

Gary joined gbp in 2018, following the contract award to manage a number of former Community Solutions NHS LIFT Companies. He leads the Property Management Team, delivering property management services to 13 LIFT Companies and managing a property portfolio worth over £850m. Gary has been involved in investment related (PPP / PFI) business since the outset of the NHS LIFT initiative in 2001, in joint venture consortia formed to bid for healthcare / education / blue light schemes and acting as Special Purpose Vehicle General Manager for Investors and Management Service Companies in the subsequent delivery and operational management of such schemes.

Business Development Director
Nikki leads on Strategic Business Development and has an in-depth knowledge of PPP in the health sector, having led a number of Special Purpose Vehicles, with extensive experience in the LIFT arena she has led on Strategic Estates Planning programmes nationally. Nikki is strategically focussed and thrives on problem solving and building and maintaining key business relationships to enable complex issues to be unlocked. Nikki has been Programme Director on a number of development projects including a £23.5m primary and community care development, as well as Bid Director on two successful LIFT procurements through to financial close and beyond and has a wide understanding and experience of Health and Social Care strategy and operational services.
An experienced Chartered property professional working in most property sectors over the last 20 years. Ian started his career as a Professional Practice Quantity Surveyor, with experience across the full range of procurement routes including acting as QS advisor on several large NHS LIFT schemes. The latter 10 years have been within Project Management and Development Management roles.
Sam joined gbp in 2015 and leads the Consultancy Team. She has an NHS career of 21 years, working for 4 healthcare organisations, in London and North West of England, in senior management positions, including operational, project and programme management posts. The last post was Project Director for a £25 million new hospital project in Merseyside. Sam has advanced skills, knowledge and experience in change management / service improvement / redesign; NHS capital projects; project and programme management; and stakeholder engagement.

James joined gbp in 2013, and is a fully qualified CGMA (CIMA) accountant. James leads the finance team, who successfully deliver our finance obligations under our management service contracts, and also manage the finances for our consultancy and development teams. James and his finance team deliver our contracts to a high standard, which combined with the great work from other teams, led to the successful bid to bring in seven new NHS LIFT contracts in 2018.
Business Support and Quality Director
Wendy joined gbp in 2007, she is a highly experienced Operations Director with over 25 years’ experience across a wide range of corporate services. Wendy works closely with the gbp Chairman and Managing Director, leading the HR, Quality, CSR and internal and external communications functions across the company.
Wendy and her Quality Team secured ISO 9001 in 2017 and in 2019 she played an integral role in establishing the gbpFoundation and continues to oversee the work of the foundation.
