Elaine is the Managing Director of gbpartnerships and Board Director of three public private LIFT partnerships. She holds a medical degree and is a chartered accountant with 15 years’ experience in professional practice including 5 years as a corporate finance partner at RSM Robson Rhodes. Today, she manages a team of 40 within gbpartnerships, focussing on asset management, estates consultancy, property development and investment in primary care estate. gbpartnerships manages over 40 LIFT buildings worth £300m for LIFT shareholders including BBGI, Equitix and CHP. Her team works closely with CHP, NHSPS, CCGs, NHSE and local public-sector bodies in delivering STP transformational plans.
Paul has supported the management team as Non-Executive Chairman for the last 5 years but was recently appointed as Executive Chairman to help support Elaine and the Executive team with a very exciting period for the business. Paul has extensive experience operating in the public-sector arena, initially within the criminal justice system and then within the broader Facilities & Asset Management arena after establishing a very successful start-up business within FTSE 250 business Mitie.
National Estates Director
Gary has worked for gbpartnerships since April 2018, following the contract award to manage a number of former Community Solutions NHS LIFT Companies. His career started in the construction industry, having worked since 1985 for a variety of leading UK contractors gaining a broad range of experience in the development and delivery of large-scale construction and civil engineering projects. Gary has been involved in investment related (PPP / PFI) business since the outset of the NHS LIFT initiative in 2001, in joint venture consortia formed to bid for healthcare / education / blue light schemes and acting as Special Purpose Vehicle General Manager for Investors and Management Service Companies in the subsequent delivery and operational management of such schemes. Gary in January 2019 became the Regional Director covering the southern region, bringing to the role his extensive knowledge and experience.

Business Development Director
Nikki leads on Strategic Business Development and has an in-depth knowledge of PPP in the health sector, having led a number of Special Purpose Vehicles, with extensive experience in the LIFT arena she has led on Strategic Estates Planning programmes nationally. Nikki is strategically focussed and thrives on problem solving and building and maintaining key business relationships to enable complex issues to be unlocked. Nikki has been Programme Director on a number of development projects including a £23.5m primary and community care development, as well as Bid Director on two successful LIFT procurements through to financial close and beyond and has a wide understanding and experience of Health and Social Care strategy and operational services.
An experienced Chartered property professional working in most property sectors over the last 20 years. Ian started his career as a Professional Practice Quantity Surveyor, with experience across the full range of procurement routes including acting as QS advisor on several large NHS LIFT schemes. The latter 10 years have been within Project Management and Development Management roles.
Sam has worked for gbpartnerships for two years as a senior healthcare planner, leading the consultancy part of the business. Focused on strategy and planning work with CCG’s, CHP and Trusts; feasibility / option appraisal / capacity planning projects; building utilisation / optimisation projects and business case production. With an NHS career of 21 years, working for 4 healthcare organisations, in London and North West of England, in senior management positions, including operational, project and programme management posts. The last post was Project Director for a £25 million new hospital project in Merseyside. Sam has advanced skills, knowledge and experience in change management / service improvement / redesign; NHS capital projects; project and programme management; and stakeholder engagement.
