Elaine Siew

CEO, gbp group

Elaine is the CEO of gbp group and Board Director of three public private LIFT companies. ​​​Elaine holds a medical degree and is a chartered accountant with 15 years’ experience as a Corporate Finance partner. She has been a member of The LIFT Council since 2006.

​​​

Her notable success as a business leader and her commitment to diversity and equality resulted in Elaine winning the Leading Women in Infrastructure award at the 2024 Partnerships Awards.

James Lloyd

Deputy CEO, gbp group

James joined gbp in 2013 and is a fully qualified CGMA (CIMA) accountant. James is Deputy CEO and leads the finance team, who successfully deliver our finance obligations under our management service contracts, and also manage the finances for our consultancy and development teams.

​

James and his finance team deliver our contracts to a high standard, which combined with the great work from other teams, led to the successful bid to bring in seven new NHS LIFT contracts in 2018.​​​​

Samantha McCumiskey

Managing Director, gbp consult

​

Sam joined gbp in 2015 as a senior healthcare planner and quickly established herself as leader, becoming Health Director in 2018. She continues to lead and grow the gbp consult business. Sam has 22 years’ experience of working within the NHS at a senior management level, initially managing services and then moving into service improvement and finally into strategic transformation programmes and leading significant capital projects.

 

She has advanced skills and expertise in healthcare planning, system and service improvement, capital projects, business cases and stakeholder engagement, particularly in the following sectors: primary, community, place-based and mental health care services and property.

Paul Ferry

Executive Chairman, gbp group

Paul provides strategic leadership across the gbp group.

​

Paul joined gbp in 2012 and has extensive experience operating in the public sector, initially within the criminal justice system and then within the broader facilities and asset management arena after establishing a successful start-up business within FTSE 250 company Mitie.​​​​​​​​​​​

Gary Naylor

Managing Director, gbp manage

Gary joined gbp in 2018, following the contract award to manage a number of former Community Solutions NHS LIFT Companies. He leads the gbp manage team, delivering property management services to 14 LIFT Companies and managing a property portfolio worth over £850m.

 

Gary has been involved in investment-related (PPP / PFI) business since the outset of the NHS LIFT initiative in 2001, in joint venture consortia formed to bid for healthcare / education / blue light schemes and acting as Special Purpose Vehicle (SPV) General Manager for Investors and Management Service Companies in the subsequent delivery and operational management of such schemes.

Jamie joined gbp in 2014 and leads the finance function across the gbp Manage portfolio. With a focus on strategic financial planning and modelling, operational efficiency and team leadership, Jamie plays a key role in ensuring the delivery of high-quality financial services under the management service contracts. Jamie is passionate about driving continuous improvement and has led the implementation of new processes to streamline tasks and enhance efficiency. His collaborative approach and extensive knowledge make him a trusted advisor to colleagues and external partners.

Heather Stewart

Heather joined gbp in 2023 and is as a fully qualified FCCA (ACCA) accountant. Heather leads finance, HR, and resourcing across gbp consult, bringing over 20 years of experience in strategic financial management, governance, and operational excellence within complex public sector and corporate environments.

As a key member of gbp's Quality team, Heather ensures compliance with ISO accreditations and champions continuous improvement initiatives across the gbp group. Simon Parr

Senior Development Manager

Simon started his career in a private architectural and quantity surveying practice before moving to the NHS. There he gained over 10 years’ experience in estate management across three hospital sites, delivering major projects on both the hospital sites and within the wider community.


Simon then joined the private sector as both bid manager and clinical design manager working on a number of major PFI healthcare projects throughout the country where he gained valuable experience working with hospital staff and clinicians.

 

His role expanded into development management and contract administration, delivering both health and education projects from inception to completion. Simon is passionate about sustainability and modern methods of construction and ensures that these embedded into his design solutions.

Mags Cahill

Project Manager

Mags has 12 years’ project management experience delivering NHS capital projects across a variety of healthcare buildings in live environments, both as project lead and working on the client side.


Since joining gbp in 2018, Mags has been an integral part of the Project Management team, delivering several projects with a value of circa £35m across Sussex on behalf of NHS Property Services which have made improvements to their estate.

 

Her projects have included the Child Development Centre at Crawley Hospital, Compliance Works to OPD2, Horsham Heating Phases 1 and 2, and a variety of compliance works to their healthcare premises.

Marc Kerridge

Senior Development Manager

Marc has over 14 years of healthcare related development and project management experience, successfully delivering a variety of NHS projects including primary care, pathology laboratories and a specialist diagnostic and treatment centre.

​

​Marc is skilled in developing relationships with a wide range of external stakeholders, including public sector organisations responsible for commissioning services and with Local Planning Authorities, to deliver solutions that benefit the community as well as the client.​​​

Andrew Hemsley

Senior Project Manager

Andrew has worked in the public and private sectors for over 30 years before joining gbp in 2018. He has advanced skills and experience in project management and building surveying, NHS capital projects, programme management, working in live environments, and stakeholder engagement.

​​

He has gained experience in the construction, local government, retail and healthcare sectors within operational, project and programme management roles. 


Andrew and the team have delivered a number of successful projects in West Sussex and Hampshire, working to support ICBs, Trusts, GPs and predominantly NHS Property Services to make improvements to their estate.

Colin is a Construction Project Manager with over 20 years of experience in the industry. He specialises in the delivery of refurbishment and new build projects in the Northwest, primarily the management of healthcare construction schemes, with a strong focus on NHS facilities.

Ian Sabini

Managing Consultant

Ian leads the London and South-East consultancy team. He has over 15 years of estates and healthcare construction experience, both in the public and private sector.

 

Ian has a wealth of expertise in working with multidisciplinary teams achieving their key strategic and transformation projects.

 

He is currently supporting our partners to deliver Estates and Technology Transformation Fund (ETTF) projects and maximise s106 and CIL funding.

Sarah Butler

Managing Consultant

Sarah leads the North consultancy team. With over 15 years in the property industry, Sarah has extensive expertise in strategic estates planning, business cases, estates strategies, and place-based neighbourhood plans. As a Better Business Cases’ Registered Practitioner, she has successfully developed many HMT Green Book compliant business cases for the NHS and wider public sector, including the Palace of Westminster.

​

Previously, Sarah advanced to Divisional Director at a multidisciplinary construction consultancy where she also served as Sector Lead for local and central government. She hopes to leverage her wider public sector expertise to support local healthcare systems effectively, with a strong focus on community and place-based solutions.

​​

Prior to that, she provided consultancy services for a LIFTCo in the North. Sarah is committed to the philosophy of partnership working, which was central to the LIFT initiative. This approach emphasises collaboration between public and private sectors to deliver innovative and sustainable solutions for community health and social care infrastructure.

Tamsyn Flynn

Managing Consultant & Quality Director

Tamsyn leads the South and South-West consultancy team. She has 15 years’ experience of executing change, business transformation and IT projects as well as service transformation consulting to the public sector.

​Tamsyn brings a whole-system view to the group’s existing strength in healthcare estates and supports the other regional teams with social care expertise.

​

Her key skills include:

  • Service reviews with a focus on improving outcomes for patients and service users while identifying efficiencies for clients

Jonathan is a principal architect who has worked closely with healthcare providers for over 30 years.

 

He believes passionately in the power of the physical environment to support integrated service delivery and to promote health and wellness for both service users and service providers.

Francesca’s expertise in facilities management and contract management have orchestrated successful working relationships with a range of partners whilst optimising operational efficiency.

Abdul joined gbp in 2021 and manages a team of estates managers who look after a portfolio of over 85 facilities with a capital value in excess of £1bn.

 

With an early career as a pharmacist, Abdul has an excellent grasp and a natural flair for the design, mobilisation and management of NHS healthcare facilities. 

 

Abdul’s experience in Infrastructure Asset Management has been proven over a number of years as a Board director on numerous SPV Project Companies, in providing advice to shareholder investors, carrying out due diligence, project appraisal and commercial negotiations.

Myles joined gbp in 2016 and his role focuses on ensuring that all aspects of estates project delivery, compliance and monitoring meets legal and contractual standards.

 

He has extensive technical, contractual, legal, and commercial expertise, especially on complex PFI/PPP payment mechanism arrangements.

Andrew Duck

Director - Asset Management

Sectors: Leisure, Bluelight

Andrew brings over 20 years of PFI and PPP industry experience to the team. He holds Directorships on an extensive portfolio of PFI/LIFT Boards in the social infrastructure and real estate sectors; covering leisure, health, education, judicial, blue light, social housing, and office accommodation. These assets are located across the United Kingdom, but he has also held directorships in Spain. 

 

Andrew is a specialist within our Leisure and Blue Light sectors; but also has vast experience across the Education sector.

Hannah Holman

Director – Asset Management

Sectors: Acute Healthcare, Education and Student Accommodation

An experienced PPP Investment Director, Hannah has managed all three phases of an asset's lifecycle; bidding, construction and operational phases. She has managed infrastructure projects on behalf of the construction/ FM partner, management services provider and the equity partner.

​

Since 2019 Hannah has represented InfraRed and Equitix shareholders on a range of assets in the social infrastructure space. Current assets under management total £204m with a construction cost of £2bn. Key areas of focus include building a relationship with the public sector client and the recovery of distressed assets.  

 

As Equitix's sector lead for education Hannah was previously responsible for delivering 76 schools and colleges providing 60,000 school places. Her current directorships include several acute hospitals as well as a range of other social infrastructure assets. Hannah also holds a Diploma in Company Direction from the Institute of Directors.

Stewart Small

Director – Asset Management

Sectors: Education (Scotland)

Stewart has acquired more than 25 years of valuable experience developing and managing education and complex social infrastructure projects throughout the UK and Ireland. Based in Stirling, as a board director Stewart is ultimately responsible for 60 school assets and two large further education colleges across Scotland. Prior to his current role, Stewart was Project Director responsible for the delivery of four secondary schools and two primary schools across Scotland through construction and into steady state operation.

​

He has worked with numerous Scottish local authorities to support them in the delivery of business cases and option appraisals for new and refurbished school projects.

Chris is a seasoned real estate and infrastructure professional with over 25 years of experience across private, public, and third-sector organisations. A Chartered Surveyor and MBA graduate, he brings deep expertise in asset and estate management, development, and transactional leadership, with notable successes at organisations including Equitix, and YHA.

 

Christopher has led landmark projects from Olympic legacy sites to innovative hostel developments, and has a proven track record of delivering value and driving efficiency in complex, high-profile environments.


His early career spans roles at global firms such as CBRE and BNP Paribas, managing major portfolios and advisory projects across EMEA, North America, and Asia. He combines commercial acumen with hands-on operational delivery and has worked extensively on strategic property rationalisation, PPP models, and stakeholder engagement—including heritage and government bodies. With board-level credibility and IOD certification, Christopher is well-positioned for senior leadership roles in real estate, infrastructure, or public-private delivery models.
