gbp appointed to National Framework for Developer-Led Schemes 2026

gbpartnerships (gbp) has secured a place on multiple lots of the second-generation framework, giving public sector bodies across the UK a compliant route to our development expertise.
gbp has been appointed to multiple lots on the National Framework for Developer-Led Schemes 2026, delivered by YPO and Pagabo. The appointment allows NHS organisations, local authorities and other public sector bodies to access gbp’s development services quickly and compliantly, without running a full procurement of their own.
The news comes as gbp group marks its 25th anniversary and, earlier this month, completed the acquisition of planning consultancy DLP and architecture practice Cass Design.

About the framework
The National Framework for Developer-Led Schemes 2026 has an estimated total value of up to £26bn and runs for four years. It is compliant with the Procurement Act 2023 and the Procurement Regulations 2024.
The framework has been brought to market through a 10-year strategic delivery partnership between YPO and Pagabo. YPO is the centralised procurement authority, while Pagabo is the framework manager responsible for its design, delivery and ongoing management.
It is divided into seven lots, covering development consultancy, legal support, development management, Special Purpose Vehicle schemes and Development Agreement schemes. For the first time, development consultants and legal providers have been included, giving clients a turnkey route from early advice through to delivery.
The framework covers the North, Midlands, South West and South East of England, London, Scotland, Wales and Northern Ireland. Appointed suppliers also have access to Pagabo Group’s digital tools, including the ImpactOS social value platform and the Sypro contract management platform.
Supporting the public sector and healthcare estate
gbp’s roots are in the NHS LIFT programme. For 25 years we have worked alongside NHS Trusts, Integrated Care Boards and local authorities to plan, fund, develop and manage the buildings their communities rely on.
That experience includes the £54m Mossley Hill mental health facility in Liverpool, the largest project in gbp’s history, which reached practical completion in 2025. It also includes the Finchley Memorial Hospital Community Diagnostic Centre, which won bronze for Healthcare Infrastructure Project of the Year at the 2024 HSJ Partnership Awards.
The recent acquisition of DLP and Cass Design adds planning, architecture and masterplanning expertise to the group, which now employs more than 130 people across the UK. Together, gbp can support clients from planning and design, through delivery, to long-term asset management.
The Developer-Led framework sits alongside gbp’s existing public sector frameworks, including the NHS Property Services Framework for Development Management Services, where we hold a place on all four England lots.
Hugh Robinson, Development Director at gbpartnerships, said:
“Public sector landowners, and the NHS in particular, hold sites with real potential, but turning them into new health centres, homes and community facilities needs the right partner and a route to market that works. This appointment gives our clients exactly that. With planning, design, development and asset management now under one roof, we can take a scheme from the first conversation through to long-term stewardship, and with neighbourhood health so high on the national agenda, we’re ready to help deliver it.”
Jonathan Parker, Development Director at Pagabo, said:
“Delivering projects worth £10.7bn in gross development value and more than 36,000 new homes, while overcoming prominent challenges such as viability and risk, we’ve built on the first version of the framework and remain confident that those appointed to this next generation version will be well positioned to ensure continuous quality, value for money, collaboration and impactful social value. We’re now offering a full turnkey solution that the public sector has been crying out for.”
